Cheesy Beef Tortilla Rolls
These cheesy beef tortilla rolls are crispy on the outside and packed with seasoned ground beef, onions, garlic, and gooey melted cheese inside. They make a fantastic quick dinner, snack, appetizer, or party food.
Ingredients
For the Beef Filling
- 1 lb (450 g) ground beef
- 1 small onion, finely chopped
- 3 cloves garlic, minced
- 1 small bell pepper, finely diced
- 1 tsp paprika
- 1 tsp chili powder
- ½ tsp ground cumin
- ½ tsp garlic powder
- ½ tsp black pepper
- ¾ tsp salt
- 2 tbsp tomato paste
- 2 tbsp chopped fresh cilantro or parsley
- 1 tbsp olive oil
For the Rolls
- 8 medium flour tortillas
- 1½ cups shredded mozzarella cheese
- 1 cup shredded cheddar cheese
- 2 tbsp melted butter or olive oil
Instructions
1. Cook the Beef
Heat the olive oil in a large skillet over medium heat.
Add the chopped onion and bell pepper. Cook for 3–4 minutes until softened.
Add the garlic and cook for another 30 seconds.
Add the ground beef and break it apart with a wooden spoon.
Cook for 6–8 minutes, until completely browned and cooked through.
2. Season the Filling
Add:
- Paprika
- Chili powder
- Cumin
- Garlic powder
- Black pepper
- Salt
- Tomato paste
Stir well and cook for another 2–3 minutes.
The filling should be fairly dry. Excess moisture can make the tortillas soggy.
Turn off the heat and stir in the fresh cilantro or parsley.
Allow the beef mixture to cool for about 5 minutes.
3. Assemble the Rolls
Warm the tortillas for about 15–20 seconds in the microwave so they’re flexible and don’t crack.
Place one tortilla on a flat surface.
Sprinkle a little mozzarella and cheddar down the center.
Add approximately 3–4 tablespoons of beef filling.
Add another small layer of cheese on top.
Fold the sides of the tortilla inward, then roll it tightly from the bottom to form a closed roll.
Repeat with the remaining tortillas.
4. Bake
Preheat the oven to 400°F (200°C).
Place the rolls seam-side down on a lightly greased baking sheet.
Brush the tops lightly with melted butter or olive oil.
Bake for 15–20 minutes, turning them halfway through, until the tortillas are golden and crispy and the cheese is melted.
5. Make Them Extra Crispy
For an even crispier finish, place the rolls under the broiler for 1–2 minutes at the end.
Watch them closely so they don’t burn.

- Diced jalapeños
- Sweet corn
- Black beans
- Chopped green chilies
- A pinch of cayenne pepper
- Extra cheddar
- Sliced olives
🥣 Easy Dipping Sauce
Mix together:
- ½ cup sour cream
- 2 tbsp mayonnaise
- 1 tbsp lime or lemon juice
- ½ tsp garlic powder
- ¼ tsp chili powder
- Pinch of salt
Serve the warm tortilla rolls with the sauce, salsa, guacamole, or your favorite hot sauce.
